Celia Abrams is a rather unusual character. She exists as I found, part of the way through writing the first few chapters of Warbler that I did not have a good understanding of the middle-management of the Republic. I understood the politics at the top intimately, just as I was familiar with the people at the bottom. But there was something missing.
It's a common misconception that the proverbial 1% are a monolithic entity, made up of the uber-rich. This is not the reality. I'm not saying this because I think any part of that is a good thing, but rather, because it is true. There are almost as many zeroes between the 0.01% and the 1% as there are between the 1% and 0. The Governance Committee and their families are the 0.01% of this world. Celia's got to be content with just being the typical, run-of-the-mill, 1%er.
